Eastern Health
Eastern Health is the second largest public health service in Victoria with the largest geographical catchment. It employs more than 11,000 people, provides care across five hospital campuses and multiple community locations. The Mental Health and Wellbeing program itself has over 1,300 skilled and dedicated employees delivering mental health and wellbeing services to the communities of eastern Melbourne and Yarra Ranges, in bed-based and at multiple community settings. The Program comprises of two major service streams - Infant, Child and Youth Service (ICYMHS) and the Adult & Older Service, with aged-based crossover a focus within the ICYMHS and Adult streams for consumers aged 18 – 25 years, in line with the recommendations from the Royal Commission into Victoria’s Mental Health Services.
We provide a broad range of specialist mental health services, including crisis services, acute admitted care, and community treatment across the age-range, and we have embraced the Royal Commission into Victoria's Mental Health System recommendations. We are particularly proud of our achievements with expanding the Lived Experience workforce (50+ people); working towards the elimination of restrictive interventions; implementation of Victoria’s new Mental Health and Wellbeing Act (2022); a key partner in delivering one of the new Mental Health and Wellbeing Local Services in the eastern region; and driving ongoing work to improve the effectiveness of our services.
About the role
Reporting to the Executive Director Mental Health and Clinical Support and operating in accordance with Eastern Health’s values, the role of the Clinical Program Director is to partner effectively with the Program Director - Mental Health and Wellbeing to provide clear accountability and direction to optimise clinical outcomes and performance through the application of quality systems and evidence based practice.
The Clinical Program Director oversees the implementation of Medical Professional Governance and Medical Professional Practice across the program for all medical specialties, in alignment with our vision for connected, collaborative, engaged and aligned Medical Profession at Eastern Health.
It is envisioned that the Clinical Program Director will hold an active clinical role within the Eastern Health operations, to bring real-time day to day experiences of clinical care to the directorate and lead reform changes.
About you
To be successful in this role you will:

Be legally qualified medical practitioners, registered or registrable with the Australian Health Practitioner Regulation Agency (AHPRA) without conditions, undertakings or reprimands that could impact on their clinical practice.

Have Fellowship of the relevant Australian specialist college.
-
Demonstrate relevant knowledge and experience in a relevant specialty.
-
Meet Eastern Health requirements for appropriate credentialing and scope of practice in the relevant specialty.
Clinical Leadership requirements
-
Demonstrated experience managing multiple health professions and a commitment to excellence in the provision of mental health services.
-
Demonstrated ability to develop and successfully implement creative solutions to complex systemic and organisational problems.

Strong record of experience within a large, complex healthcare organisation
-
Demonstrated clinical and management experience in acute or subacute services as well as multi- disciplinary models of care.

Demonstrated expertise in healthcare financing and budgetary management.
-
Demonstrated expertise in health industry workforce and industrial systems.
-
Experience in successfully working with health care professionals and executive staff at a senior organisational level.

Demonstrated ability to lead high performing teams and individuals and address under-performance issues as they arise.
Healthcare workers are strongly recommended to follow COVID vaccination recommendations provided in the Australian Immunisation handbook (based on ATAGI advice). Seasonal vaccination against influenza is a mandatory requirement of this role and an offer is conditional on this being up to date prior to employment.
